Zaragoza housing policy: autumn update
State Housing Plan, record protected-housing permits and affordable rentals in Zaragoza: what is approved and what it means if you sell a resale flat.
There is no new rule this autumn that suddenly changes how you sell a resale flat in Zaragoza, but several public housing measures are worth knowing about: a new State Housing Plan is in force, protected-housing permits are at record levels and thousands of affordable rental homes are on the way. For sellers, the short answer is that public supply is growing, but it will take years to arrive, and buyers who need a home now still turn to existing flats.
Here is what has been approved, what has only been announced, and what it means if you are thinking of selling.
The State Housing Plan 2026-2030 is in force
Royal Decree 326/2026, published in the BOE on 23 April 2026, sets out Spain's State Housing Plan for 2026-2030. It is approved law, not a proposal. It includes rental support for young people and a purchase grant for young buyers, but the purchase grant only applies to homes in municipalities or settlements of up to 10,000 inhabitants.
What this means for you:
- If you are selling in the city of Zaragoza, your buyer cannot use the state purchase grant for young people, as the city is far above that threshold.
- The plan's grants are channelled through calls run by each regional government, so the timing in Aragón depends on the regional administration.
Record permits for protected housing
According to Aragón Digital (4 August 2026), the City Council granted permits for 1,578 homes in the first seven months of the year, of which 752 (47.66%) are protected or public, well above the historical average of 27.64%.
A building permit means construction can start, not that flats are ready. It usually takes years to get from permit to keys.
Affordable rentals: many projects, staggered delivery
Most of Zaragoza's housing policy focuses on affordable rental homes, promoted by the City Council and the Government of Aragón:
- Parque Goya. The regional government awarded a 75-year concession to build and manage 543 public rental homes aimed at people aged 18 to 39, reported by Moncloa.com (4 August 2026).
- Miralbueno and Rosales del Canal. Work began on 11 May 2026 on another 640 affordable rental homes for young people, with rents between 235 and 586 euros, according to El Español.
- Arcosur and Parque Venecia. In April the City Council announced it would transfer land to the regional government for around 600 more affordable rentals.
- The first EU-funded flats. In July, the first 78 homes of a 384-home project were allocated by lottery before a notary. The City Council reported 4,721 validated applications for 19 flats in San José and 4,571 for 59 in Valdefierro.
That last figure says a lot: thousands of households competing for a few dozen homes. Public rental housing is growing, but demand far exceeds what will be delivered in the short term.
Aragón's Housing Bill is still going through parliament
The Government of Aragón has revived its Housing Bill and sent it back to the regional parliament, according to El Español (10 June 2026). It is a bill, not a law: until it is passed and published in the BOA, nothing changes for buyers or sellers.
What this means if you are selling a resale flat
These measures mainly affect renting and new-build homes rather than the resale market directly. Even so, there are some useful takeaways:
- Your immediate competition is unchanged. Protected homes permitted in 2026 and the new affordable rentals will not be available for one or more years. Buyers who need to move soon are still looking at existing flats.
- Young buyers still depend on their mortgage. In Zaragoza city they cannot use the state purchase grant, so your asking price has to fit what a bank will lend them.
- Some demand may wait. Buyers who qualify for protected housing may prefer to wait for a public development. This matters more for entry-level flats than for family homes or well-located properties.
- Approved and announced are not the same thing. Be wary of anyone claiming a law or plan will push your flat's value up or down: many measures are still proposals and their real effects take time.
If your sale involves an inheritance or a divorce, these changes do not alter the paperwork, but it is worth checking the tax side with your notary or adviser before setting a timeline.
Conclusion
Housing policy in Zaragoza and Aragón is heading in a clear direction this autumn: more protected and affordable rental housing, on long timescales. For owners selling a resale flat, the market is still shaped by what is available today, buyers' financing and a well-judged price.
